Certificate of goods of own production

The certificate of goods of own production confirms that the goods manufactured by the applicant are actually goods of own production.

Such certificate entitles the manufacturer to tax, customs and other types of preferences set by the legislation of the Republic of Belarus. Availability of the certificate of the goods of own production in a number of cases is a key factor for participation in public procurement or procurements at the own cost and expense on the territory of the Republic of Belarus.

Certificate of goods of own production is issued to the concerned legal entity (or individual entrepreneur) which is registered in the Unified State Register of Legal Entities and Individual Entrepreneurs of the Republic of Belarus engaged in manufacturing, after expert examination, on the grounds of the expert examination report on recognition of goods as goods of own production.

The certificate of works and services of own production is issued after the expert examination confirms the recognition of works and services as works and services of own production, and is issued on application of legal entities, individual entrepreneurs. Availability of this certificate entitles the applicant to tax, customs and other preferences provided for by the legislation of the Republic of Belarus.

Certificate of works, services of own production is issued after the expert examination on the grounds of the expert examination report on recognition of the works (services) as works (services) of own production. Criteria and conditions of recognition of the works and services of manufacturers as works and services of own production are determined by the Regulation of the Council of Ministers, No. 1817 of December 17, 2001 "On approval of regulation on recognition of the goods (works, services) as goods (works, services) of own production".

On 31.01.2025, the Resolution of the Council of Ministers of the Republic of Belarus dated January 30, 2025 No. 59 “On Amending the Resolutions of the Council of Ministers of the Republic of Belarus dated December 17, 2001 No. 1817 and October 20, 2010 No. 1520” came into force.

In accordance with the adopted amendments, certificates of products (works and services) of own production can be issued on paper and (or) in the form of an electronic copy of a document on paper or in the form of an electronic document.

The possibility of using an electronic certificate of own production for taxation purposes and participation in tenders has been worked out by the Ministry of Taxes and Duties, the National Center for Marketing and Price Study, and the Belarusian Universal Commodity Exchange.

From 01.09.2025, the BelCCI plans to completely switch to issuing certificates of own production in the form of an electronic document. In this case, the cost of obtaining certificates on paper or in the form of an electronic copy of a certificate on a paper form will be significantly higher.

In this regard, the BelCCI has provided the opportunity to submit an application and a package of documents for an examination and (or) obtaining certificates for products (works and services) of its own production in the form of electronic copies of documents on paper or in the form of electronic documents.

Submission and receipt of electronic documents will reduce the costs of manufacturers associated with the need to travel to the BelCCI.
